Description

Name: Elías Costa
Pokemon: Skrelp
Age: 28
Gender: Male
Height: 6'4''
Rank: D
Level: 34
Type: :iconpoisontypeplz::iconwatertypeplz:
Country: Agwa
Hometown: Imbalacane
Class: Ship Captain of the Virtud de Oro / Shipper of Goods
Guild: N/A
Moves:
Tackle :iconnormaltypeplz: - Using this when needing to apprehend an offender or push off someone who's gotten too close in his personal space, Elias forcefully shoves the other. This action, not normally being anything fancy, when paired with his poison ability can prove to be a risky encounter.
Smokescreen :iconnormaltypeplz: - Carrying around a mixture of ink and powder, a bomb can strategically be thrown in the midst of an altercation, lowering the intended target's visibility.
Water pulse :iconwatertypeplz: - Armed with a steam pressurized weapon, a hard blast of water is fired at an opponent, which can rattle a foe hard enough for them to become confused and possibly hurt themselves.

Toxic :iconpoisontypeplz: - The gloves are off, and one should really avoid being on the receiving end of this poisonous sting. With the poison secreted by Elias, he is able to swipe and land the powerful toxin on an offender. The potency of the toxin can be overwhelming, as instead of subsiding in pain, it stings and irritates more the longer it is left untreated. Truly an unpleasant experience.

Ability: Poison Touch- Upon any abrupt physical contact, a natural toxin that his skin secretes has the chance of leaving the other with a nasty poisonous effect. He constantly wears gloves to avoid any unwanted incidents, but when he takes them off, shake his hand at your own risk.

Accessory:
- a steam powered pistol, along with a small assortment of smoke bombs.
- comb, for that pesky hat hair.
- gloves, for the general public's safety.
- always has a compass and map tucked away

Personality: Elías isn't one to enjoy social affairs, in fact, he'd rather avoid them if at all possible. This is mostly in part due to his pointedness and less than charming tact with what he says. If someone does manage to get him talking without needing to coax him, it would be viewed a great success and the said person can consider themselves in good standing with him. He strives for practicality and high-quality work, him not feeling remorse if his crew whines about the list of chores they are given to maintain performance. As sociopathic as he may seem at face value, he doesn't do things without consideration. In fact, he makes sure he is not left to idle while others are working, holding himself to the same if not a higher responsibility. He may run a tight ship, but that’s not to say he lets his crew work themselves to death. Knowing the turbulences the sea life can bring, he isn't opposed to others having fun unless they become too reckless or unproductive; then he will have more than a few ways of making sure it doesn't happen again. A sense of duty and honor, most likely instilled during his military service, is his selling trait that puts merchants at ease when trusting him with the transport of products. This doesn't mean he is subservient to those that hire him, feeling no one can say they are better than himself, unless they prove it, not with power, but self-control. He has bonds of loyalty to those that share his struggles, usually favoring his crewmates instead of those that simply claim authority, and if pressed on this issue, he will make it clear in as few words possible.

Talents: The skrelp has managed to navigate the seas well with more than a couple skills. His observation and perception is very strong, able to tell when small changes in the clouds can indicate rain or smooth sailing. His years of fishing and seafaring had a large impact on his patience and strategic mindset. He is often analyzing, be it the best time to fish, the best way to treat a temporary wound, survive the wilderness or fix a problem, it's all calculated quietly in his head. This strategic outlook has given him a great sense of focus on whatever task he takes up, making sure he doesn’t make a reckless move he would soon regret.

Weaknesses: Being so stuck to high-quality of life, Elías is often called arrogant or demeaning. Both of which may hold truth. His nature is naturally standoffish and judgmental, this creating difficulty in making connections with others or holding a conversation when he is clearly not interested. The tendency to over analyze things also being a bit of a roadblock, as he has a habit of pushing aside emotions for a logical reaction that will not cause an unforeseen outcome. Elías also has the tendency to find himself responsible for any shortcomings his crew may have, whether it be his fault or not, he will convince himself that he should have calculated any failures or risks.

Background: Having been born to a fairly well off fishing family, Elías grew up learning the maritime trade. He often times would accompany his father to help catch and bring in any goods the sea had to offer, meanwhile his mother helped sell said daily goods. Every so often they would manage a small trip to one of the other islands, further selling the fruits of their labor when fish and kelp were in sparse demand.
All the time the skrelp spent by the ocean gave him an innate fondness for it, so it came as little surprise when he wanted to enlist into military naval service at a young age. He started as a cabin boy on a fairly large ship before becoming a decent sailor. His familiarity with boats and sea only showed improvement as he became savvy with navigation and boat care, and added training with firearms proved useful. Having been with the Navy for a while it was his sixth year in service that had great significance. Elías was on his twelfth voyage on a frigate navy ship when it was attacked by a large pirate ship. The crew did intense battle, but it was when they were boarded by the pirates that things took a turn for the worse. The Navy captain was slain, along with the quartermaster and a few others, leaving the small crew to a number of mere stragglers. Taking over the ship, the pirates forced the few sailors into commission with them, finding their naval skills useful.
Around a week the once dignified navy sailors were shown their place rather forcefully. This, however, did not sit well with a group Elías found himself a part of. He and four others planned a mutiny against their former ship.  An attempt from them at the pirate captain's life was thwarted and they were soon to be punished, landing on a small island the pirate crew marooned them, but not before shooting each one of the sailors. One of them died fairly quickly from blood loss, Elías taking this especially hard as it was one of his most trusted friends in service. There was little time to mourn as the others scrambled to seek medical attention. The nature on the island proved both aid and foe; as moss could help with their wounds, yet infection became problematic for one of the members. Certain not to let another shipmate die,  Elías and his comrade, whose wounds were not so fatal, helped drag him along the terrain. They were at their limits when collapsed in a ditch. Luckily for the small crew, they were close enough to a town to receive help.
Eventually word passed back to the Navy of what transpired. When all three were fully recovered, they were sent back to the main island of Agwa, where they were properly examined and offered back service. With the loss of fellow friends, the skrelp declined, preferring to receive his pay and discharge.
His love for the sea, however, did not stop with his service, as he soon found a spot on a cargo boat with and elder man as acting captain. Fate played cruel tricks, as, during a rather long voyage, they were attacked for the foreign goods they were importing. However, with the experience the skrelp held under his belt, he helped fend off the pirates. They had success, for the pirate ship was not expecting a simple merchant ship to have such command, the Pirates boasting too small a crew as opposed to the cargo ship. Soon the pirates were apprehended and feeling impressed with the young man, the cargo ship captain offered that Elías keep the captured boat.
It was with this that the skrelp took up his new life, running the Galleon as a cargo ship worthy of fighting off attacks from any raiding parties as long as he was in charge. Now in charge of his own crew, he has promised a cruel punishment against the pirate that murdered his former crewmates were he to dare cross his path again.

Other:
- Captain of a Galleon ship named "Virtud de Oro" or "Vi" for short, but never "VideO"
- Will provide all your shipping needs, be it objects or people, they are guaranteed arrival.
- Has a dislike for pirates, yet will accept former pirates into his crew, if proven capable.
- Upon piracy, he will show no mercy, holding captured pirates hostage and turning them over to authority, not above keeping some of their loot.
- Often teased for being so straight-laced. However, it's good to note when his patience runs thin.
- Has a semi-permanent scowl further accentuated with his eyes that seem to desperately need sleep.
- Can read exceptionally well, thanks to teachings of his family and military.
- Is handy at cooking, but never trusted to handle the ingredients.
- His presence is almost always intimidating, be it his height or the vague scent of the danger he alludes, mostly due to his poison.
- Maybe vaguely familiar with a certain zigzagoon stowaway.

Personal Quote:"Get back to work."

Luke is that you? XD
Honestly though he looks very much dracula and I love how his move set compliments the scary/authority inspirig theme that he has, kept balanced by his flaws and aloof demeanor, yet properly justified.
Would you be interested in rping with me?
My character could provide a nice foil to Elias, him being calm and calculating and her beign brash and violent, as well as nonchalant about her surorundings, plus a possibility to incorporate some elements from her heritage and show off his planning skills in aprehending her, versus her wild improvisations.
